The idea that mainframe discipline is on the decline, while an overstatement, is founded on a comparison of current mainframe staffing models with those of the past.
There is some truth in the observation that the old model is breaking down today in many mainframe shops. Partly, this is owed to changes that have occurred in the mainframe platform itself.
The operating system has undergone several evolutions over the past three decades and some of the system management functionality has been moved into utility software, augmented in many cases by additional software utilities from many sources.
