PGE EJ1 Sp. z o.o. has completed the public procurement procedure of competitive negotiations involving publication and selected the winning bid for „Providing Technical Advisor (Owner’s Engineer) services to support PGE EJ1 Sp. z o.o.’s first Polish nuclear power plant development program with an installed capacity of approximately 3000 MWe”.

The winning bid has been submitted by AMEC Nuclear UK Ltd.

Total bid value amounts to 1,327,978,177.52 PLN net, this sum encompassing the required scope of work valued at: 204,601,176.23 PLN net, and the optional scope of services valued at: 1,123,377,001.29 PLN net.

The Tender Committee has applied the following criteria in order to evaluate the bids:

• methodology (max 70 points)
• price (max 20 points)
• commercial (max 10 points).

At this stage of project development, selection of Owner’s Engineer is a strategic decision.

“Close cooperation with the selected Technical Advisor will allow for performance of some key activities that require nuclear expertise and competence such as development and execution of Integrated Proceedings, IMS implementation, planning for site and NPP associated infrastructure” - says Jacek Cichosz, President of PGE EJ 1 Sp. z o.o.

AMEC’s nuclear experts provide detailed Safety Analysis and Safety Case Preparation which includes analysis and coordination of thermal hydraulics, physics, fuel, containment, atmospheric release, and dose calculations analyses used in preparing and maintaining plant safety reports. In addition, AMEC has the unique capability to provide safety analysis assessments to engineering design projects, and engineering activities relating to power plant design, operations, maintenance, and lay up. AMEC Nuclear UK Ltd. has received the score of 90 points under the procurement procedure in question.

The remaining bidders were awarded the following scores respectively:

• consortium of Mott MacDonald Limited and AF-Consult Switzerland AG – 58,67 points

• consortium of: URS Polska Sp. z o.o. and Tractebel Engineering S.A. – 54,55 points

• Exelon Generation Company, LLC – 45,89 points.

Owner’s Engineer will support the Investor (PGE EJ1) during the development and execution of the NPP build project.

The Technical Advisor selected will in particular support the Owner in the execution of tasks and meeting the requirements set by the nuclear technology provider/ main EPC contractor as well as other key service providers of the project.

Jacek Cichosz is a graduate of the Electrical Department of Warsaw University of Technology.

Since January 2011 he held the position of the Director of Operations of PGE EJ 1 Sp. z o.o., in charge of the overall coordination and development of key areas for the project, including: project management, site selection, integrated proceedings, reactor technology and EPC contractor selection, design and engineering issues, quality and nuclear safety management, licensing and permitting as well as integrated management systems.

Between 1998-2010 Mr. Cichosz worked for with Accenture, implementing and supervising large scale projects for clients in the energy, oil and steel-works sectors, including Vattenfall, RWE, Energa, Total, MOL and ArcelorMittal.

Between 2008-2010 he held the position of Director of Resources (energy and natural resources) at Accenture Sp. z o.o., responsible for consulting practices development as well as the execution of complex transformation projects and implementation of solutions developed for clients operating in the energy, utilities, steel-works, oil and gas sectors.
He was the member of the Board of Directors of the Polish Accenture branch.

Doctoral student at Ecole des Mines de Paris (ENSMP), Centre de Morphologie Mathematique (CMM), also completed a post-graduate program at the Institut pour l’ouverture à la Société et à l’Economie Françaises et Européennes (ISEFRE).

PGE EJ 1 Sp. z o.o. rozstrzygnęła przetarg publiczny prowadzony w trybie negocjacji z ogłoszeniem na świadczenie przez Inżyniera Kontraktu (ang. Owner’s Engineer) usług doradztwa technicznego w procesie inwestycyjnym związanym z budową przez PGE EJ 1 Sp. z o.o. pierwszej polskiej elektrowni jądrowej o mocy około 3.000 MW.

Wykonawcą wybranym w postępowaniu jest AMEC Nuclear UK Ltd.

Cena oferty Wykonawcy to 1.327.978.177,52 PLN netto, w tym cena za zakres podstawowy: 204.601.176,23 PLN netto, a cena za zakres opcjonalny: 1.123.377.001,29 PLN netto.

Komisja przetargowa oceniała oferty na podstawie następujących kryteriów:

• metodologia (maksymalnie 70 pkt)
• cena (maksymalnie 20 pkt)
• warunki handlowe (maksymalnie 10 pkt).

Wybór Inżyniera Kontraktu to strategiczna decyzja na tym etapie projektu.

„Współpraca z wybranym wykonawcą pozwoli na realizację kluczowych zadań wymagających doświadczenia i kompetencji z obszaru energetyki jądrowej m.in. przy przygotowaniu i przeprowadzeniu postępowania zintegrowanego, wdrożeniu zintegrowanych systemów zarządczych, czy opracowaniu planów infrastruktury lokalizacji i infrastruktury towarzyszącej EJ” – powiedział Jacek Cichosz, Prezes PGE EJ 1 Sp. z o.o.

Firma AMEC Nuclear UK Ltd. otrzymała 90 punktów w przedmiotowym postępowaniu.

Pozostali Wykonawcy otrzymali następującą ilość punktów:

• Konsorcjum firm: Mott MacDonald Limited, AF-Consult Switzerland AG – 58,67 pkt

• Konsorcjum firm: URS Polska sp. z o.o. Tractebel Engineering S.A. – 54,55 pkt

Inżynier Kontraktu wspierać będzie organizację Inwestora (PGE EJ 1) w przygotowaniu i realizacji projektu budowy elektrowni jądrowej.

Wybrany wykonawca wspierać będzie Spółkę w szczególności w realizacji zadań i wypełnianiu obowiązków w stosunku do dostawcy technologii reaktora/głównego wykonawcy EPC (Engineering Procurement Construction) oraz pozostałych wykonawców kluczowych prac.

Zakres prac przewiduje 13 obszarów współpracy:

• Wsparcie w Postępowaniu Zintegrowanym;
• Zezwolenia i pozwolenia;
• Wsparcie inżynieryjne;
• Infrastruktura w miejscu Lokalizacji;
• Nadzór nad dostawcami i łańcuchem dostaw;
• Kultura bezpieczeństwa;
• Zapewnienie jakości;
• System zarządzania;
• Zarządzanie umowami;
• Biuro Zarządzania Programem (ang. PMO);
• Budowanie i gromadzenie potencjału oraz gotowość do eksploatacji;
• Nadzór nad szkoleniami;
• Testowanie i rozruch.


PGE EJ 1 Sp. z o.o. odpowiada za bezpośrednie przygotowanie procesu inwestycyjnego, przeprowadzenie badań lokalizacyjnych oraz uzyskanie wszelkich niezbędnych decyzji warunkujących budowę elektrowni jądrowej.

PGE EJ 1 Sp. z o.o. odpowiada także za przeprowadzenie postępowania na wybór technologii przyszłej elektrowni jądrowej.
