The Electricity System Reform, pursued by the Japanese Government, aims to achieve three purposes:
1) securing the stable supply of electricity,
2) suppressing electricity rates to the maximum extent possible and
3) providing consumers with choices as well as business operators with opportunities to expand their businesses.

To achieve these goals, a dramatic reform will be steadily carried out according to a realistic schedule, focusing on the following three pillars:
1. Expanding operations of wide-area electrical grids;
2. Fully liberalizing the electricity retail market into which retail entities are able to enter; and
3. Further securing neutrality of the power transmission/distribution sector through the legal structural separation and fully liberalizing electricity rates.
