Japan Atomic Energy Agency interested in Polish HTR programme 2017.05.20

Warsaw, Poland - May 19, 2017 - On May 18, 2017 NCBJ reached an agreement on cooperation in development of high temperature reactors with the Japan Atomic Energy Agency (JAEA). It is another sign that interest in the Polish HTR programme is growing. The agreement was concluded for five years with an option to extend this period. It is primarily focused on exchange of know-how on nuclear cogeneration technology, including joint material studies and works of experts of both contracting parties on a concept how to implement the developed technical solutions on the market.

On May 18, 2017 NCBJ reached an agreement on cooperation in development of high temperature reactors with the Japan Atomic Energy Agency.
The agreement was concluded for five years with an option to extend this period.

It is primarily focused on exchange of know-how on nuclear cogeneration technology, including joint material studies and works of experts of both contracting parties on a concept how to implement the developed technical solutions on the market.

„Since the Japanese are operating the most advanced research high temperature reactor HTTR, the agreement is very valuable for us” – pointed out Professor Grzegorz Wrochna from NCBJ, Chairman of the Committee for HTR Deployment appointed by Polish Minister of Energy.
„Rich experience in modelling of radiation effects in engineering materials exposed to high temperatures is in turn our strong asset. Therefore the cooperation is going to be of benefit to both parties”.

The task of the committee chaired by Professor Wrochna is to examine the feasibility and to work out a plan of utilization of HTR reactors in Polish economy.

 
 
Representatives of the largest consumers of industrial heat in the country and of several engineering companies are participating in works of the team.

At the same time, NCBJ is coordinating “GEMINI+”, an international R&D project on HTRs that won an EURATOM competition organized within the HORIZON 2020 programme.

The project is an extension of the cooperation agreement reached in 2014 between US nuclear industry associated in NGNP Industrial Alliance and the Nuclear Cogeneration Industrial Initiative (NC2I) European consortium to include Japanese and Korean research institutions.

Almost thirty institutions will be working out HTR brief fore design and licensing methods (procedures of approving the built reactors by nuclear regulators).

Project objectives include also to identify potential partners interested in the technology (industrial heat consumers), as well as to work out recommendations concerning development of an European demonstrator of the HTR technology and to indicate directions of further technology development.

HTRs operate at temperatures of up to one thousand Celsius degrees, so they can be excellent sources of heat needed to run some industrial processes in chemical plants.

They are much simpler than commonly used power reactors, therefore they may be cost-effective even at a much smaller scale and power.

Even if several HTRs are already operational in various places around the world, the technology is still not commercially available.

Experts estimate that global industrial demand for such solutions might be big, several hundred units just in Europe.

In Poland HTRs will be used primarily as sources of industrial-grade heat for chemical industry plants and oil refineries.

“Clean” utilization of Polish coal is also considered.

Narodowe Centrum Badań Jądrowych (NCBJ) podpisało umowę o współpracy z Japońską Agencją Energii Atomowej (JAEA).

W czwartek 18 maja 2017 Narodowe Centrum Badań Jądrowych podpisało porozumienie z Japońską Agencją Energii Atomowej (JAEA) dotyczące rozwoju technologii reaktorów wysokotemperaturowych HTR (High Temperature Reactor).

 
 
Umowa, zawarta na pięć lat, z możliwością przedłużenia, dotyczy przede wszystkim wymiany doświadczeń w zakresie technologii kogeneracji jądrowej, m.in. udział ekspertów we wspólnych badaniach materiałowych czy tworzenia koncepcji wdrożenia opracowanych rozwiązań na rynku.

„To dla nas bardzo cenna umowa, gdyż Japończycy dysponują najbardziej zaawansowanym reaktorem badawczym HTTR” – podkreślił prof. dr hab. Grzegorz Wrochna (NCBJ), przewodniczący zespołu doradczego Ministra Energii ds. wdrożenia HTR.
„My z kolei mamy duże doświadczenie w modelowaniu zjawisk zachodzących w materiałach poddanych promieniowaniu i wysokiej temperaturze. Współpraca będzie więc korzystna dla obu stron”.

W niemieckim kulowym reaktorze HTGR paliwo jest wymieniane w sposób ciągły.

Zespół, którym kieruje prof. Wrochna, został powołany w lipcu 2016 roku przez Ministra Energii.
Zadaniem zespołu jest zbadanie możliwości i przygotowanie planu wykorzystania reaktorów HTR w Polsce.
W jego pracach uczestniczą m.in. przedstawiciele największych krajowych  użytkowników ciepła przemysłowego  oraz firm inżynierskich.

Równolegle, w ramach zwycięskiego projektu „GEMINI+” w konkursie EURATOM (program Horyzont 2020), NCBJ koordynuje międzynarodową współpracę obejmującą prace badawczo-rozwojowe związane z reaktorami wysokotemperaturowymi.

Sześciokątne graniastosłupy bloków paliwa amerykańskiego są ustawiane w kolumny otaczające pierścieniem oś reaktora.

Projekt ten jest rozszerzeniem zawartego w 2014 porozumienia o współpracy pomiędzy przemysłem jądrowym USA skupionym w organizacji „NGNP Industrial Alliance”, a europejskim konsorcjum „Nuclear Cogeneration Industrial Initiative” (NC2I) o udział instytutów z Japonii i Korei.

Blisko trzydzieści instytucji będzie opracowywać założenia i metody licencjonowania reaktorów wysokotemperaturowych, czyli procedur związanych z dopuszczaniem ich do eksploatacji przez instytucje nadzoru jądrowego.

Celem projektu jest też zidentyfikowanie potencjalnych partnerów przemysłowych zainteresowanych tą technologią (są to odbiorcy ciepła przemysłowego), jak również wypracowanie rekomendacji dotyczących budowy europejskiego demonstratora i wskazanie kierunków dalszego rozwoju.

Temperatura uzyskiwana w reaktorach wysokotemperaturowych może dochodzić do tysiąca stopni Celsjusza, dzięki czemu stanowią one znakomite źródło ciepła np. dla procesów przeprowadzanych w zakładach chemicznych.

Mają one prostszą budowę niż powszechnie używane energetyczne reaktory jądrowe, dzięki czemu opłacalne jest ich budowanie w mniejszej skali i o mniejszej mocy.

Choć na świecie wybudowano kilka reaktorów wysokotemperaturowych HTR, to jednak technologia ta wciąż nie jest powszechnie dostępna.

Eksperci oceniają, że zapotrzebowanie przemysłu na takie rozwiązanie na całym świecie jest ogromne, w Europie szacowane na kilkaset urządzeń.

W Polsce technologia ta mogłaby być wykorzystywana przede wszystkim jako źródło ciepła przemysłowego dla zakładów chemicznych i rafinerii.

Możliwe jest również wypracowanie rozwiązań pozwalających na „czyste” wykorzystanie polskiego węgla.
