Warsaw, Poland - November 19-20, 2014 - Warsaw hosted the inauguration of the Permanent Secretariat for Cooperation between China and Central Eastern Europe Countries. The establishment of the Secretariat for Cooperation between China and Central Eastern Europe Countries is the next step of so-called the "Warsaw Initiative" that was introduced in April 2012 during the visit of recent Chinese prime minister Wen Jiabao to Poland. One of the highlight of the visit was a creation of frameworks of the future cooperation between China and 16 countries of the CEE region. While the decision regarding the arrangement of the Secretariat's founding meeting in Warsaw was made in September 2014 in Xiamen, China, during the congress of investment promotion agencies of China in CEE. Except Poland, among the European participants of the Initiative there are: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Czech Republic, Estonia, Lithuania, Latvia, Macedonia, Romania, Serbia, Slovakia, Slovenia and Hungary. Poland is the largest European country participating in the Initiative.

Representatives of 16 CEE investment agencies and Chinese one agreed that the establishment of the Secretariat will lead to the increase of the inflow of Chinese investment to Europe.

“All countries of CEE are interested in the increase of the investment inflow from China. We welcome especially projects that will deliver new jobs and new technologies as well as those which increase the innovative potential of our region”, said Poland’s deputy prime minister Janusz Piechociński.

“Never before, has the relationship between China and Poland as well as China and Central Eastern Europe been so advanced”, argued Polish Information and Foreign Investment Agency (PAIiIZ) president Sławomir Majman.
“We expect that in few years the total value of Chinese investments will reach $500m there”, said Liu Dianxun, director of CIPA.
He also declared that the Chinese government supports and encourages domestic business to invest in this European region.
“Today’s meeting is a mile stone in strengthening investment cooperation between 16 European countries and China”, argued Mr Majman.
So called “Secretariat of 16+1” has been established also as a communication platform between all partners.
Therefore the ambassador of China, Xu Jian said that he hopes that soon new methods in the two-way investments as join venture projects will be introduced.
“Every 16 CEE country can offer something unique to China. We all are ready to develop mechanism that will increase our activity in China”, added Filip Grzegorzewski director for Asia and Pacific in Poland’s Ministry of Economy.
After the first part of the meeting the press conference with Poland’s deputy prime minister Janusz Piechociński was held.
Than guests were invited to take part in two panel discussions on financial institutions supporting investing in CEE as well as opportunities for China to invest in the region.

Inauguracja Sekretariatu 16+1 w Warszawie
19 listopada 2014 w Sejmie odbyła się inauguracja Stałego Sekretariatu 16 krajów Europy Środkowo-Wschodniej i Chin do spraw inwestycji.
„Nigdy wcześniej relacje na linii Chiny - Polska oraz Chiny - Europa Środkowo-Wschodnia nie były na tak wysokim poziomie” - podkreślił prezes PAIiIZ Sławomir Majman.
„Wszystkie kraje regionu są zainteresowane zwiększeniem napływu inwestycji z Chin. Liczymy przede wszystkim na takie, które tworzą nowe miejsca pracy oraz pociągają za sobą napływ nowych technologii, zwiększając innowacyjność gospodarek” - powiedział wicepremier, minister gospodarki Janusz Piechociński.
Obecni na spotkaniu przedstawiciele 16 europejskich oraz chińskiej agencji do spraw promocji inwestycji, a także przedstawiciele władz obu krajów, zgodnie stwierdzili, że powołanie Sekretariatu z pewnością zwiększy napływ inwestycji chińskich do Europy Środkowo-Wschodniej.
„Mam nadzieję, że w ciągu kilku lat wartość inwestycji wyniesie 500 mln USD” - zaznaczył Li Dianxun, dyrektor generalny chińskiej agencji ds. promocji inwestycji (CIPA).
Zadeklarował on także, że chiński rząd wspiera i zachęca rodzimy biznes do inwestowania w krajach regionu.
„Dzisiejsze spotkanie jest milowym krokiem w zacieśnianiu współpracy inwestycyjnej między 16 europejskimi krajami oraz Chinami” - komentował prezes PAIiIZ Sławomir Majman.
Ustanowienie Sekretariatu służy również budowie platformy komunikacyjnej pomiędzy obiema stronami.
Ambasador Chin w Polsce Xu Jian wyraził nadzieję na w ramach rozwoju współpracy zostaną wypracowane nowe metody inwestowania np. inwestycje joint venture.
„Każde z 16 krajów ma inny potencjał ofertę inwestycyjną. Jesteśmy gotowi uruchomić mechanizm, które pozwoli zwiększyć naszą aktywność w Chinach oraz umożliwi Polsce szanse rozwoju z krajami Europy Środkowo-Wschodniej” - dodał Filip Grzegorzewski, koordynator Sekretariatu 16+1 z Ministerstwa Spraw Zagranicznych.
Po części oficjalnej odbyła się konferencja prasowa z udziałem wicepremiera Janusza Piechocińskiego, dyrektora generalnego CIPA Liu Dianxun oraz prezesa PAIiIZ Sławomira Majmana.
Następnie zorganizowano dwa panele dyskusyjne podczas, których prelegenci dyskutowali na tematy związane ze wsparciem instytucjonalnym oraz możliwościami prowadzenia chińskich inwestycji w krajach Europy Środkowo-Wschodniej.
Powołanie Sekretariatu 16+1 to dalszy ciąg tzw. „Inicjatywy warszawskiej” ogłoszonej w kwietniu 2012 roku podczas wizyty ówczesnego premiera Chin Wen Jiabao w Polsce. Ustalono wówczas podstawy współpracy Chin z 16 państwami regionu Europy Środkowo - Wschodniej.
Decyzja o organizacji spotkania założycielskiego Sekretariatu 16+1 w Warszawie zapadła we wrześniu 2014 roku, podczas konferencji agencji promujących inwestycje Chin w krajach Europy Środkowo-Wschodniej.
Wśród szesnastu krajów tworzących Inicjatywę są: Albania, Bośnia i Hercegowina, Bułgaria, Chorwacja, Czarnogóra, Czechy, Estonia, Litwa, Łotwa, Macedonia, Rumunia, Serbia, Słowacja, Słowenia i Węgry oraz Polska, która jest największym państwem europejskim biorącym udział w tym projekcie.
